NIH Individual National Research Service Award (NRSA) Submission Update!
By Melinda Rose
The Office of Graduate Studies’ new NIH Individual National Research Service Award (NRSA) will now require that all NIH NRSA applications be submitted for review to the Office of Graduate Studies, at least, five days prior to the national deadline.
The reason that OGS is implementing a strict internal deadline at this juncture is because effective with the April 8, 2009 submission date, NIH is requiring that all grant applications for the NRSA fellowships be submitted electronically through Grants.gov to eRA Commons. Hard copies will no longer be accepted.
There is great concern that Grants.gov will not be able to handle the additional volume. In fact, our office has experienced long delays when we submitted dissertation applications in the past. Feedback from the system in terms of submission errors were reported back to us after a few days, providing applicants very little time to make the necessary changes. Due to these anticipated challenges, it is critical to allow for a “buffer” in order to ensure that all proposals meet the sponsor’s deadline.
For a more organized review process, graduate student applicants who submit their complete proposals early will receive preference over proposals that are submitted at the last minute. Each proposal will be processed in the order it was received. If a proposal is rejected by the electronic system due to errors, the applicant will be notified. The proposal, once corrected, will then be processed in the order it was received at the time the correction was received by OGS.
Here are some important items to keep in mind:
Content: The applicant is responsible for addressing program-specific requirements, such as page limitations, font size, format, content of program-specific components, and specific components of the proposal. For a sample SF424, please go to: http://ogs.ucsd.edu/FinancialSupport/Fellowship/Advising/Documents/Grants_Gov_Quick_Reference%5B1%5D.pdf
NRSA Assurance Form: The form needs to be submitted to our office in hard copy format. The form can be found at: http://ogs.ucsd.edu/FinancialSupport/Fellowship/Advising/Documents/Fellowship_Form.pdf
